Dear Ellicott Mills Homeowner:

You are cordially invited to the 2015 Annual General Meeting of the Ellicott Mills Homeowners Association.  This year’s annual general meeting will be held on November 4, 2015 at 7 p.m. in the cafeteria of the Woodbridge Elementary School. 

The agenda will include providing a general report of the accomplishments of the board during 2015 and presentation of the proposed 2016 budget enclosed.  Our Sentry community manager, Princess Winston, will be at the meeting to be introduced to the community.  

In addition, nominations of new volunteers to serve on the Board and its committees will be accepted.  But you need not wait until the evening of the meeting to place a name in nomination.  If you would like to place your own name or know a neighbor who you think will make a good director of the association, please check with them to see if they would be interested.  If they would be agreeable to accepting being nominated, please forward their name to me to be placed on the ballot.  I can be reached at  Hopefully, if a quorum is reached, a vote of the nominees can be taken the evening of the meeting.

In addition to me, several of our Board members and committee members will be retiring after having served the community for several years.  So, we will need new blood to step up and participate in helping to keep Ellicott Mills a desirable community to live in. 

We hope to see you at the 2015 Annual General Meeting where light refreshments will be served.

2016 EMHA Budget


The annual assessment is based on the calendar year of January 1 to December 31 and is to be paid annually in the first quarter of the year.  For the year 2015 the assessment due is $257.00 ($157.00 annual assessment and $100.00 special assessment).  This money funds the operation and activities of the association as mandated by the convenants.  The major expense that EMHA incurs is the year round maintenance of the open space areas throughout the neighborhood.

Any assessments not received by EMHA within thirty (30) days after the due date will be considered delinquent and will be assessed a late fee, penalties and possibly legal and court fees.   

The status of an assessment payment for the current homeowner will be provided after either a written or email request to the Treasurer.

The EMHA carries liability insurance with Nationwide Insurance (Policy ACP 24-4-3732620) through David A. Smith & Assoc., Inc. located at 922 Frederick Rd., Catonsville, MD 21228; phone 410-788-0112.

The Board of Directors meeting is held on the 1st Wednesday of each month.

The Architectural Committee meeting is held on the 3rd Wednesday of each month.

Meetings are held March thru June and September thru November from 7 to 8 p.m. in the Russel Toyota Dealer's conference room.  Stop at the reception's desk for directions to the conference room.  Russel Toyota is located on Rt. 40 West just west of Rolling Rd.  The parking is accessible from Rt. 40 and from Powers Lane.  The Russel representative requests that we park in the service area parking lot off of Powers Lane.  If no spaces are available there, we may park nearer the show room.  Please honor this request.  We do not want to abuse this neighborly gesture by Russel or inconvenience their customers.  Meetings are not held in July and August if there is no pressing business to be addressed.  The December meeting is the annual general membership meeting.  This date has yet to be determined for 2014.

Any homeowner is welcome to attend the monthly meetings.  If you have something to add to the Board's agenda, please email the Secretary ahead of time to have it approved and added to the agenda.  If you have something to add to the Architectural Committee agenda, please contact the Vice President.  Thank you.
